Registration

The Baltimore Area Council has delegated the responsibility of approving and maintaining a list of current merit badge counselors to the districts. A merit badge counselor is a District position and not a Troop position and you must submit a new adult application even if already registered in another capacity within scouting.

What can you do to speed up the application process:

1. Include your full legal name on the adult application. No initials or nicknames.

2. Include your social security number, its required to process your application.

3. Write your qualifications for each merit badge you're adding on form 34405.

4. Include proof of qualifications for the merit badges in GTA 7.0.1.1.

5. The unit committee chairman and chartered organization head do not need to sign the adult leader application for a merit badge counselor. It is a district position.

 

New Adult Counselors:

  1. Complete the BSA Adult Leader application. Use position code 42 Merit Badge Counselor.
  2. Complete the ongoing background check consent form.
  3. Complete YPT in My.Scouting.org and then print out a copy of your completion certificate.
  4. Complete Merit Badge Counselor training on My.Scouting.org
  5. Complete form 34405 Merit Badge Counselor Information.
    • List all troop unit numbers you are a member of on line "No." 
    • List the merit badges one per line under column Merit Badges in the table.
    • Place an A for add or D for drop next to each merit badge under column Add (A) Drop (D) in the table.
    • List the qualifications for each merit badge under column For each merit badge, list qualification(s) that support your request in the table.
    • If you are listing more than 8 merit badges, you can use the additional sheet here or use your own.
  6. If you are signing up for any of the merit badges listed below, they have additional qualification under Guide to Advancement 7.0.1.1. You will need to supply a copy of your training.

  7. Turn in the paperwork to the Dean of Merit Badges --- Do not send me partial applications.
  8. You should receive an email from Scoutbook when you are added.

 

Renewing Adult Counselors:

  1. Complete form 34405 Merit Badge Counselor Information. If you are adding or dropping merit badges, follow the steps below.
    • List all troop unit numbers you are a member of on line "No." 
    • List the merit badges one per line under column Merit Badges in the table.
    • Place an A for add or D for drop next to each merit badge under column Add (A) Drop (D) in the table.
    • List the qualifications for each merit badge under column For each merit badge, list qualification(s) that support your request in the table.
    • If you are listing more than 8 merit badges, you can use the additional sheet here or use your own.
  2. Complete YPT then print out a copy of your completion certificate. YPT is valid for 1 year for Baltimore Area Council
  3. If you are adding any of the merit badges listed below, they have additional qualification under Guide to Advancement 7.0.1.1. You will need to supply a copy of your training.

Please mail all Merit Badge Counselor Registration forms, with BSA Adult Applications when required (see note below), and copies of Youth Protection Training certificate or training card directly to the following address:

All applications must be approved and processed at the district level before being processed at the council level. If you have any questions, direct them to Tim Leyhe at dulaneymbc@dulaneybsa.org. DO NOT send the BSA adult leader application by email. Upload them to a Google Drive, Microsoft One Drive, or Dropbox, then send me the link by email to retrieve it or mail it USPS.

Please DO NOT take a completed merit badge counselor application package directly to the council office. Since the council has delegated the responsibility of maintaining a list of counselors to the districts, they are the ones who keep track of what counselors are counseling what merit badges. If you take applications directly to the NCAC, the District will have no knowledge of that person desiring to serve as a merit badge counselor.

 

Counselor Registration Considerations

  • There is no fee for registering as a merit badge counselor even if you are only registered with the Boy Scouts of America as a merit badge counselor.
  • You must be current with Youth Protection Training (YPT) to work with scouts and this training must be completed every two (2) years. The Council and District may track this requirement but it is your responsibility to remain current. Failure to keep up to date on YPT will also result in being dropped from the list. If a MBC is dropped from the council/district MBC list, the dropped counselor will have to re-register as a new counselor again.
  • Several merit badges involve activities for which the Boy Scouts have implemented strategies to improve safety, improve the Scouts' experience, and manage risk. These activities often require supervision with specialized qualifications and certifications. Merit Badge counselors who do not meet the specific requirements may use the services of others who do. See the Guide to Advancement paragraph 7.0.1.1 for these merit badges and their requirements.
  • Consider not limiting yourself to only those scouts in your troop. Many of the less popular merit badges may not have a counselor in their troop and you could help scouts pursue an interest in an area with which you have some expertise.

Annual Renewal of Merit Badge Counselors

Merit Badge Counselors must confirm their registration annually. Districts should periodically send out a list of MBCs to their units asking for an update. The unit list is the best and easiest method for Districts to accomplish updates.

Likewise, the unit MBC coordinator should send a list of the unit's MBCs to the District MBC Dean to confirm annual rollover of registration for that unit. Persons not on the list submitted by the Merit Badge Dean may be automatically dropped.

Unaffiliated MBCs (not affiliated with units) are responsible for advising the District MBC Dean and confirming their registration annually. Failure to confirm this information will result in being dropped from the Merit Badge Counselor list. If a MBC who was dropped wishes to continue as a MBC he/she must register as a new MBC again using the forms and processes listed above.
